About Cesar


Cesar Palacio was born in Loja, Ecuador and is Toronto's first Hispanic City Councillor. Able to speak Portuguese, Italian, and Spanish, Cesar has lived, worked and raised his family in the Davenport — St. Clair — Dufferin neighbourhood for most of his life, one of Toronto's most ethnically diverse communities.

Throughout his tenure, Cesar has secured more infrastructure investments for Ward 17 (including road repair, water main upgrades, parks upgrades) than any other Ward in the City of Toronto. That is a fact! Over the years Cesar has developed a reputation for bringing people together regardless of political affiliation, for getting things done in our community, for standing up for Ward 17 and for being accountable and accessible to all residents.

Working 16 hours a day ‐ 6 days a week, Cesar is perhaps the only Toronto City Councillor who gives his cell number to ensure that residents can reach him at any time. Cesar knows that healthy communities and Cities are built street by street, block by block and neighbourhood by neighbourhood. He has always believed that a Councillor must represent the views and wishes of residents at City Hall, and not push City Hall's agenda on the community.

Cesar is proud to have spearheaded Toronto's first ever "Community Clean-up Day" and "Community Compost Day", which are now City wide annual events each year. Furthermore, he played a critical role in the creation of the first greenbin prototype in our City, laying the foundation for our city's cleaner and greener future. Recently, at City Hall Cesar led the charge to have the TTC declared an essential service.

Ultimately, it is clear that Cesar is continuingly committed to Safer Neighbourhoods, Cleaner and Greener Communities and Economic and Social Revitalization efforts across Ward 17. He is accessible, accountable, and will continue to build on his reputation for standing up for Ward 17 and getting MORE things done!
